The Hon. Chip Fulghum
As CEO of Endeavors, Charles “Chip” Fulghum leads a national service organization of nearly 2,000 employees.
Based in San Antonio, Texas, Endeavors provides community-based housing services, Veteran family mental health and wellness clinics, emergency disaster response, and humanitarian support for migrant families and unaccompanied children across the U.S. and Puerto Rico. Endeavors has assisted vulnerable people in crisis since its founding by five San Antonio churches in 1969.
Fulghum joined Endeavors as its COO in 2019, before being promoted to President & COO in 2022. He accepted the role of CEO in January 2024, affirming his dedication to the organization’s mission of service.
An accomplished senior executive with more than 35 years of federal experience, Fulghum is a proven leader who can integrate and manage complex efforts.
Fulghum served as a U.S. Air Force officer for 28 years, rising to the rank of Colonel. After his Air Force career, Fulghum built a successful career within the Department of Homeland Security, where he oversaw all aspects of the Department’s management programs, including financial, human capital, information technology, procurement, security and asset management.
Beginning first as the Budget Director within the Office of the Chief Financial Officer (CFO), and later confirmed by the Senate as the Department’s CFO, Fulghum had stewardship of internal controls to reduce waste, fraud, and abuse across DHS, leading to the formulation and execution of the Department’s $90B budget.
As his career progressed with the DHS, Fulghum was named Deputy Under Secretary for Management, where he provided support and guidance to the department’s acquisition oversight process and represented DHS in a number of management-related inter-agency committees. Fulghum also twice served as the Senior Official Performing the Duties of the Deputy Secretary, followed by his appointment as the Acting Under Secretary for Management, the Department’s number three official.
In 2019, Fulghum was recognized as a Presidential Rank Award honoree and a Distinguished Executive for his exemplary service as Deputy Under Secretary for Management at the DHS.
He is a graduate of the Air War College, the Air Command and Staff College, Professional Military Comptroller School, and Squadron Officer School. He holds a Master of Business Administration from Golden Gate University in San Francisco, California, and a Bachelor of Arts Degree in History from The Citadel in Charleston, South Carolina.
Danny Hernandez
Danny holds a diverse human resources background that includes experience in a variety of positions in both the military and the private sector. Throughout his career, he has managed various HR functions including staffing, employee relations, benefits, education, and corporate training. He has worked as an Equal Employment Opportunity Trainer for the Department of Defense, and Department of Homeland Security, as well as for international clients. He possesses a graduate degree in Human Resources Management from Webster University, is currently pursuing a Ph.D. in Management through Sullivan University, and is a certified Professional in Human Resources (PHR). Other professional certifications include Mediator, Facilitator, EEO Specialist, and EEO Program Manager.
Kimberly Harle Solis
As Chief Communications Officer for Endeavors, Kimberly Harle Solis leads a team of professionals responsible for advancing the mission of this nationwide nonprofit organization through communications, marketing and philanthropic efforts.
With more than 20 years of professional experience, Harle Solis is a veteran in the communications and marketing space – bringing expertise in public relations, brand amplification, corporate communications, and legislative consulting. Before joining the team at Endeavors, she brought her compassionate leadership style and commitment to excellence to roles at NASA, H-E-B, Whataburger, and Las Aguilas Enterprises.
Harle Solis has long been an engaged community servant for San Antonio and the surrounding area, lending her guidance and vision in advisory roles for the San Antonio Greater Chamber, KLRN Public Television, Children's Hospital of SA, United Way of Bexar County, Haven for Hope, Children's Bereavement Center, Paloma Place, Girls Inc, San Antonio Stock Show & Rodeo, Northside ISD and the SAISD Foundation.
Her leadership, skills and passion for the community earned her a spot on the 2022 San Antonio Business Journal’s “40-under-40” list.
Harle Solis holds both a bachelor of science in advertising and a bachelor of arts in history from the University of Texas at Austin.
Steve Lefever
Steve is a Certified Public Accountant (CPA) with BBA in Accounting from the University of Texas at San Antonio. He has over 35 years of experience in finance and accounting with over 25 years as CFO in both the distribution and service industries. Prior to becoming a CFO, his experience included auditing and banking. Steve has served on the Finance Committee of the San Antonio Area Girl Scouts as and has been appointed and served on numerous Boards locally and internationally dealing with both business and social issues. Steve oversees all areas on accounting and finance and recently joined the agency in 2017.
